William retired from the Army as a Captain of Infantry on 29 June 1948 after 28 years, 4 months of service. Discharged from the Army, as a First Lieutenant, from the USAR, on 1 April 1953.

A man named E.T. Windham, who served with William in the U.S. Army Air Corps 13th Troop Carrier Squadron, aka The Thirsty 13th, recounted to Seth P. Washburne, "O'Connor, he was a good fellow, everybody liked him. [In September 1942 when at Lockbourne Air Base in Columbus, Ohio] I drove the command car one night to carry them to a meeting in Columbus, and I went to pick him up, there were two of them [officers]. And the next morning I was standing in line for mail call, and he come by and he said "You should be in bed, you worked all night," 'cause we got in about 12 or 1 o'clock. He was just that type of guy. He looked out for everyone. He was old, O'Connor. He left I'd say early part of '43, he didn't stay over there long, like 6-7 months. I believe it is kind of May-June."
